Hackers have reached water systems in at least 12 US states with no widespread disruption so far, according to ABC News sources. That is the week’s pattern: the exposure is in place and the consequence is deferred. The Graham Act duties, China’s export curbs and the Fed’s October decision all sat in the same state.
The week in five signals
1 · WAR ECONOMICS · One clause switched off three duty tiers at once. The 16 October order sets 500% on Russian goods and 100% on each of two country groups, then waives all three in section 4. Meridian Report says the waiver also covers the sanctions in sections 103 through 111, while sanctions under earlier Russia orders stay. The LA Times reported bipartisan backlash and no quick counter, and a Russian envoy praised the move. So what: Kyiv and Moscow both read the waiver as a concession, and Congress has no fast reply.
2 · ENERGY · Mines made Hormuz a physical hazard. Reuters reports that Iran’s IRGC says two supertankers hit naval mines and caught fire, while US officials dispute some Iranian accounts. Al Jazeera reports that the US and Iran both claim control of the strait. Iran International counted at least 12 attacks on commercial ships around Hormuz and the Gulf between 5 and 11 October, citing UKMTO warnings. That is about 1.7 a day (TIB estimate: 12 ÷ 7). So what: With two claimants to the same water, transit counts are better evidence than statements.
3 · MACRO · A hot core print left an October hike near a coin flip. September core CPI rose 0.3% on the month and 2.6% on the year, above forecasts, and traders priced about a 50% chance of an October hike. Yields whipsawed as the hot print gave way to a tech selloff that sent investors into bonds. A 0.3% month annualises to about 3.7% (TIB estimate: 1.003^12 − 1). So what: The monthly pace is running faster than the yearly rate, and the 28 October FOMC meeting is the next test.
4 · TECH · China drafted a licence wall more than a ban. The draft Announcement No. 48 from MOFCOM and MOST covers 40 technologies, 23 of them AI. Of the 40, 14 would be banned outright and 26 licensed for export only. TIB estimate: 35% banned, 65% licensed, and AI is 57.5% of the list. It is a draft, so nothing here is final. So what: A licence regime has the same design as the Graham waiver: the rule’s force depends on a later discretionary decision.
5 · CYBER · Intrusions are broad and damage so far is not. The ABC-sourced report counts at least 12 states with breached water and wastewater systems, about a quarter of the 50 (TIB estimate: 24%). Separately, Reuters reports that six people familiar say banking regulators are stepping up scrutiny of AI risks, including rogue agents and cyberattacks on banks. So what: Both signals count exposure rather than losses, and neither source reports a loss.
